MOUNTLAKE TERRACE, WASHINGTON

Tiny Treasures fulfills an immigrant family’s dream to expand their small home-based daycare into a larger permanent facility. It will provide five classrooms of high-quality ECE for toddlers and pre-school age children on an urban site in Mountlake Terrace.

The site required a complicated entitlements process due to utilities and site access being split between two jurisdictions. CAST is assisting Tiny Treasures to navigate the City’s Conditional Use process with a team that includes a Civil Engineer, a Traffic Planner, and a Land Use Attorney. 

The early learning center is currently under construction, with completion anticipated in late summer 2026.
